Why is Bihar IPS Vinay Tiwari forcibly quarantined in Mumbai?

On Sunday, Bihar DGP Gupteshwar Pandey said that the IPS officer from Patna Vinay Tiwari has come to Mumbai to probe the case related to Sushant Singh Rajput’s death and the civic authorities have forcibly quarantined him.

A team of 4 had arrived from Patna to investigate the “abetment to suicide” case based on a complaint filed by K.K. Singh, Sushant’s father. Mr Tiwari is leading the team. The Bihar Police said that they haven’t been getting any support from the Mumbai police. The media is questioning the lack of cooperation by the Mumbai Police. “Since Sushant was a very loved boy of Bihar, the 13 cr people of Bihar are pained. They want justice for Sushant’s family, they thought the Mumbai police will do this. But the family felt that investigation was not being done properly. At first sight yes you can question that since the offence is committed in Mumbai, why is Patna police involved, but if you read the statement of the family, the link is from Bihar”, The Bihar AG responded.

As per the Bihar police, officially the IPS mess was made available for Mr Tiwari’s stay but he wasn’t provided with this facility and when he arranged a guesthouse for himself then he was taken by the BMC officials for home quarantine. Tiwari has been home quarantined by BMC to stop the Bihar police from probing Sushant’s case and Tiwari has been put in ‘house arrest’ and not in-home quarantine, the Bihar police added. The Bihar police said that thousands of people are entering to Mumbai daily from different areas of the country and they are not kept in-home quarantine. Police added that IPS officer Tiwari has been quarantined deliberately to stop the investigation of Bihar Police.

The Bihar Director General of Police (DGP) Mr Guptshwar Pandey said, “IPS officer Vinay Tiwari reached Mumbai today from Patna on official duty to lead the police team there but he has been forcibly quarantined by BMC officials at 11 PM today. He was not provided accommodation in the IPS mess, despite the request, and was staying in a Guest House in Goregaon.”

But the Bihar police has limited sources in Mumbai and are trying to reach and interrogate them. Rhea Chakraborty, Sushant’s girlfriend has filed a petition to shift this case filed in Patna to Mumbai in the Supreme Court, the Bihar police headquarters in Patna is waiting for this decision. The Bihar police cannot take any action before the order of the Supreme Court. The Bihar police’s investigation team has taken statements from many including Ankita Lokhande and his sister but Rhea Chakraborty’s whereabouts are unknown. The team also went to her flat but she wasn’t there.

A police officer told IANS “Nothing is happening anywhere. We are awaiting the order of the Supreme Court in this entire matter. Rhea has gone to the Supreme Court and her petition says that the case should be brought in the jurisdiction of Mumbai. Until the order of the Supreme Court comes, nothing can be done in this matter.”

The Bihar police will continue their investigation in Mumbai but they have faced many problems because there is no support from the Mumbai police. “Now whatever has to be done, we have to do it on our own. Sadly, we are not getting along with the Mumbai Police at all. It is very difficult to work,” he further added.

He also said, on Friday, a meeting was held of the senior police officers of the state at Bihar Police Headquarters. It was a regular meeting in which aspects related to Sushant’s case and developments so far were discussed. He said that the reports of the Bihar police sending female constables to arrest Rhea aren’t true and we haven’t yet received an arrest warrant against her.

However, The Brihanmumbai Municipal Corporation (BMC) authorities clarified today that they have instructed Mr Vinay Tiwari, the Bihar-cadre Indian Police Service (IPS) officer to ask for an exemption for the home quarantine period because of the raging coronavirus disease (Covid-19) outbreak in the city. But this clarification came after the allegation of the Bihar police about Mr Tiwari being forcibly quarantined by the BMC.

Although, the Mumbai Police has also been investigating this case and has questioned many veteran film actors at its level, alas hasn’t reached a firm conclusion yet. In the meanwhile, the political parties in Bihar have supported the demand for a CBI investigation on this case.

The Bihar government has decided to go against the petition and approach the Supreme Court for moving the case from Patna to Mumbai. It is highly wrong if people are trying to hide the truth because as someone who is supposed to protect us shouldn’t keep us away from fighting for our rights.
